State HRD and Home Department Attestation is the foundational authentication process that makes your Indian documents eligible for final Ministry of External Affairs (MEA) Apostille or Embassy legalization.
The Regional Verification Protocol: Established as the mandatory first tier of document legalization in India, this process requires state-level authorities to verify that local signatures, seals, and issuing institutions are entirely legitimate before higher government bodies can act.
Comprehensive Document Support: This process handles the preliminary verification for all critical paperwork, routing educational credentials (degrees, diplomas, marksheets) through the State Human Resource Development (HRD) department, and personal records (birth, marriage, death certificates) through the State Home Department.
Frictionless Global Transitions: By securing official state seals early, you eliminate the risk of document rejection or delays at central ministries or foreign embassies, paving the way for smooth student admissions, work visa approvals, and corporate expansions.
The Trustline Advantage: As a dedicated service provider, Trustline manages the complex, multi-state end-to-end processing pipeline. We bridge the gap between regional government secretariats and secure doorstep delivery, giving you complete peace of mind.
Before any document can be submitted to the central ministry for final global legalization, it must pass through mandatory regional authentication. The official state-level verification workflow in India follows these steps:
Your certificates are classified into educational or personal categories to determine the exact regional state department routing required for verification.
Original certificates receive an initial baseline validation and stamp from a recognized regional notary public to clear them for formal government submission.
Academic credentials route directly through the State Human Resource Development (HRD) board, while personal records like birth or marriage certificates go to the State Home Department or General Administration Department (GAD).
Designated state-level secretarial officials verify the records with the issuing institution, signing and appending the official state government stamp or digital seal onto the back of the document.
The fully authenticated, state-cleared documents are securely packed and prepared for immediate dispatch to the central ministry to begin the final Apostille or Embassy pipeline.
⚠️ Important: Individual state secretariats and regional HRD departments enforce highly rigid operational rules, long queues, and often require verification from the document’s home state. To eliminate severe processing delays, all regional clearances should be managed via an authorized professional network such as Trustline.
Documents not available in the government’s digital repository must first be authenticated at the state level before MEA submission. Here’s which authority handles each type:
| Document Type | Authenticating Authority |
|---|---|
| Personal Documents Birth / Marriage / Death Certificates | Home Dept. / General Administration Dept. of the respective State or Union Territory |
| Educational Degrees & Certificates | Education Dept. of the issuing State / Union Territory (HRD Attestation) |
| Commercial Documents | Chamber of Commerce of the respective State, registered with DGFT |
Once state-level authentication is complete, the documents are submitted to the MEA-authorized attestation centre for final Apostille.
After state authentication, applicants must submit their documents to the nearest MEA-authorized attestation agency with territorial jurisdiction over their place of residence. The authorized agency processes and returns fully legalized, apostilled documents to the applicant.
Trustline operates as an MEA-authorized agency in Delhi NCR – we collect, process, and deliver your documents so you don’t have to navigate the process alone.

The MEA, Government of India, charges a fixed fee of ₹50 per document for Apostille of personal, professional, and educational documents. However, since MEA does not accept documents directly from individuals, the total cost charged by an authorized agency also covers document collection, processing, and delivery. Contact Trust Attestation for a transparent fee quote tailored to your documents and destination country.
If your document is not found in the digital repository, you must visit the nearest Regional Authentication Centre (RAC) to upload and verify it manually. The following document types are commonly apostilled through Trust Attestation:
